Andre' Hines For
Harris County Constable 3
Andre' Hines began his career with the Houston METRO Police Department in 1993, and worked there for 24 and a half years.
During his time with the Houston METRO Police department, he worked 8 years within the patrol division and backgrounds.
Andre'' spent the majority of his time at Houston METRO within the Special Operations Division which consisted of the Crime Suppression Team and Criminal Investigation Section.
He attended basic peace officer’s training at Houston Community College Law Enforcement Academy, where he graduated in 1992.
Andre'' attended college at Texas Southern University and is currently furthering his education through online courses.
In September 2017 Andre'' joined Harris County Precinct Three Constable Office where he worked in the Internal Affairs Division and Environmental Crimes.
In August 2018 Andre'' joined the Groveton Police Department and currently holds the rank of Assistant Chief of Police.
He is a Master Peace Officer, TCOLE Instructor, Special Crime Investigator, and has over 2800 hours in TCOLE training.
Andre' is the past Second Vice-President of the Texas State Fraternal Order of the Police and former Secretary of the Houston METRO Police Union.
He is a member of the Houston Chapter of the NAACP and Texas Municipal Police Association (TMPA).
Andre' is married and has three children. He attends North Shore Community Fellowship Of Faith Church and is in training for Deaconship.
Community - Community engagement and partnership has always been at the forefront of Andre''s career. Andre' will continue that tradition as Constable, Precinct 3. He will instill
a community-oriented policing philosophy that combines traditional law enforcement with prevention, problem-solving, community engagement and community partnerships.
Andre' wants to be the Constable for all Precinct 3. The only endorsement he seeks is that of the residents of Harris County Precinct 3.
Communication - Citizens must feel free to openly express their concerns and ideas without a negative response from law enforcement. Andre' has an open-door policy toward both his
subordinates, and the general public, and as Constable, he will continue his welcoming approach.
Accountability - Andre' will ensure that the entire Precinct 3 department is accountable to the community. He will also review ways to streamline the department's operations to more
effectively serve the precinct's residents. Andre' will implement a review board comprised of community members, clergy, law enforcement, and corporate partners.
Family - Families are the basis for ALL communities; without them, we would fail to.exist. I plan to protect the citizens of Precinct 3 as I would protect my own.
